ADVA MILITARY FUNERAL HONORS STIPEND/VETERAN SERVICE ORGANIZATIONSThe procedures laid out in the Memorandum of Agreement (MOA) will enable the Arkansas Department of Veterans Affairs (ADVA) to reimburse Veterans Service Organizations (VSO) Honor Guard Teams that augment Active Duty Military Branch Honor Guard Teams as an authorized provider under the Department of Defense MFH Authorized Provider Partnership Program (AP3) in the delivery of military funeral honors.

Before starting the process of applying for the ADVA MFH Stipend, it is essential for the VSO to read the detailed instructions in the MOA.

Here is an overview of the criteria that must be met in order for the VSO to request the ADVA MFH Stipend of Fifty Dollars ($50.00): <strong “mso-bidi-font-weight:=”” normal”=””>  

    1. Become an “Authorized Provider” in accordance with the Department of Defense Authorized Provider Partnership Program (AP3):Obtain a Data Universal Numbering System (DUNS) Number and a Commercial and Government Entity (CAGE) Code, and keep them current, by contacting the Association of Procurement Technical Assistance Center (APTC) for the State of Arkansas.Complete initial Honor Guard training conducted and certified by the ARARNG MFH prior to participating in an MFH Honor Guard.  Annual Honor Guard training must be recertified by ARARNG MFH during the recertification period (April-June).Maintain a list of certified VSO Honor Guard Team participants.
    2. Complete, sign and submit the following documents to ADVA:
MOA between ADVA and VSOIRS W-9 Form, “Request for Taxpayer Identification Number and Certification.”DFA OPM Form IT009, “Bank Details/Direct Deposit Enrollment.”
    3. Download, complete and fax the ADVA MFH Stipend Request form to the ARARNG MFH Office, fax number (501) 212-5843. The ADVA MFH Stipend Request must be verified and signed by the Active Duty MFH Guard Leader, and certified by the ARARNG MFH program official.
